No. As per Delhi Medical Council Rule 32, a legal notice cannot constitute a proper complaint. In one of the cases, DMC/DC/F-14/568/2009, Delhi Medical Council rejected such a legal notice which was forwarded by Directorate of Health Services. The legal notice was from Shri Ajmal Hussain Khan addressed to Medical Superintendent, Tirath Ram Shah Hospital with a copy to Delhi Medical Council.
